I'm afraid I don't know why the Windows version doesn't work correctly in
this issue. Does any one on this list know something about it? I don't
know much about i18n in Windows programs.

Not that I know of. I don't think it's an encoding issue, though; it must
probably be related to keyboard input or something.

I'm investigating it; I'll tell you something as soon as possible (sadly,
I'm busy now, so can't give you a timeframe).
